Case: Birch Paper Company Essay

As appeared in the computations above, Northern ought to acknowledge the offer from Thompson division as it has the most minimal expense if all exchange costs inside the organization were determined at costs. Causing the least costs would likewise empower Birch Paper Company to procure the most noteworthy benefits conceivable. 2. As choices for sourcing exists, Mr. Kenton ought to be allowed to pick the elective that is in Northern division’s own advantages. Theâ transfer value strategy gives him the option to manage either insiders or outcasts at his carefulness. In the event that he can't get a good cost from within source which is Thompson division, he is allowed to purchase from outside. Mr. Kenton, chief of the Northern division ought not acknowledge the offer from Thompson division. The three offers from Thompson division, West Paper Company and Eire Paper Company are $480, $430 and $432 separately. Tolerating the offer from Thompson division would be tolerating the most noteworthy offer among every one of the three offers (greatest expenses). This would bring about the most minimal benefits. As the Northern division is assessed as a venture place, it is judged freely based on its benefit and quantifiable profit. Mr. Kenton ought not acknowledge the offer from Thompson division. 3. The strategy for utilizing move cost to conclude whether to in source is ideal if the selling benefit focus can offer the entirety of its items to either insiders or outcasts and if purchasing focus can acquire the entirety of its prerequisites from either outside or insiders. The market value at that point speaks to the open door expenses to the merchant of selling the item inside. For this situation, Thompson division had been running beneath limit and Southern division likewise had abundance stock. The exchange cost of $480 offered by Thompson division doesn't speak to the open door expenses of selling inside as there is no interest showcase for the item outside. Additionally, the exchange cost of $480 is higher than the market value which is around $430. Choosing dependent on move cost won't initiate objective compatibility as the circumstance isn't perfect. With no mediation from the VP of Birch Paper Company, the Northern division would most presumably acknowledge the least offer from West Paper Company. This may bring about the most elevated benefits for Northern division however it isn't to the greatest advantage of Birch Paper Company. Tolerating the offer from Thompson division would help interest for the two different divisions. The misfortunes cut would most likely be more than the costs spared by Northern division which is $50 ($480-$430). The VP should provide explicit requests to Northern division to acknowledge the offer from Thompson division. Be that as it may, as the exchange for this situation speaks to under 5% of the volume of any of the divisions in question, it probably won't be feasible for the VP to mediate different exchanges when comparable issues emerge. 4. Preferably, when there is an accessibility of market value, the division should utilize it. Be that as it may, Thompson utilized a cost-based exchange cost. Cost-based exchange cost should possibly be utilized when the market cost isn't accessible. The issue with Birch’s move evaluating framework is that they permit every division to set their own cost openly which is inline with the company’s strategy to decentralize obligation and authority. At the point when every division can set their own value, clashes and contradictions can happen on a regular premise and every division could settle on choices that solitary advantage their own division as opposed to the organization in general. Initially, we take a gander at the exchange value that Thompson cited. It is about $50 more than the market cost. This shows their cost isn't sufficiently serious. Thompson is working underneath limit but then it provided a cost estimate which is higher than the market cost. The explanation given was that anything short of $480, they won't have the option to procure a benefit and furthermore, given that they didn't get any benefit from building up the item for Northern, Brunner feels that they are qualified for a decent markup. This is conflicting with the desire that the division must meet the market cost on the off chance that they needed the business. Market cost ought to be utilized as it reflects how well is the division getting along when contrasted with contenders. The measure of upstream fixed expenses and benefits that are remembered for the last value that was offered to the outside client could be significant if Thompson’s offer was acknowledged. What's more, Northern probably won't be happy to decrease its own benefit to improve organization benefit. Henceforth, Thompson, if reluctant to follow the market cost aimlessly, could utilize the two-advance evaluating to compute their exchange cost. That is, moving the merchandise to Northern on standard variable expense on a for each unit premise and fixed expense and benefit on a singular amount premise. Along these lines, Thompson won't move larger part of their fixed expense to Northern since they are working on abundance limit. Obviously, this strategy must be talked about with Northern. It was referenced that Southern provided the market cost estimate to Thompson despite the fact that they are working on overabundance limit. This won't represent an issue as the market cost mirrors the interest and flexibly circumstance of the market and is balanced naturally by the interest and gracefully. Likewise, account must be taken into of the way that Thompson won't have the option to improve cost from other outside sources as most will follow the market cost as well. The basic issue of the exchange value framework could be that every division is made a decision about dependent on benefits and degree of profitability. This makes the division over-accentuate on benefits and energizes objective incongruence. Every division targets accomplishing transient benefits to glance better in the company’s eyes. In their offer to accomplish a high benefit figure, they neglect to upgrade the company’s benefit all in all. This will influence the organization long haul benefits. Consequently, the organization ought not simply evaluate every division dependent on budgetary figures like benefit and quantifiable profit. The organization ought to survey them dependent on other non-budgetary things like quality in order to occupy the division’s accentuation on benefits. Furthermore, the organization ought to permit the divisions worried to haggle between themselves as they are the ones nearest to the circumstance, instead of simply requesting that the divisions meet the market cost.

That is the explanation we started to use convenient application, web shopping is jumping on and we should start to make an OMNI-CHANNEL. Wilkinson is moreover moved the on the web and fulfillment transport activity to an outcast. Wilkinson should moreover understand that a testing economy is a champion among the most indispensable occasions for all the associations to vigorously support their whys. It is along these lines, key for Wilkinson to wind up manager publicists by making a broad assortment of things that arrives at its clients in the business. For that Wilkinson used focus method on concentrating on understudy people, also as showed by other characteristic, fiscal and society factors we have to focus on an other class which is the people developed from age 45y as they will associate with 2/3 of UK masses in the accompanying approaching years. As showed by UK fact book. UK business retailers yield that with a rapidly developing masses and movement designs changing the ethnic beauty care products of our urban territories and towns, UK shopping inclinations are beginning to create and mirror these increasingly broad segment changes. Wilkinson must reconsider store setup; elevating and publicizing battles to pull in the debris pound or all the more all understand these are increasingly settled purchasers who despite everything view themselves as energetic clients. 2. Wilkinson should get towards the pronouncing of this things more Health, DIY and home help ,which attract a broad proposal of old families' monetary plans, for that our thing division furthermore would be towards the DIY, GARDEN AND HOME MAINTENANCE WHICH IS THEIR SPECIFIC TASTE AND DEMANDE. ISEF, BAMF, and other west coast adventures

ISEF, BAMF, and other west coast adventures Im blogging from above approximately Michigan en route from Boston to San Francisco. Ill be spending two weeks on the left coast for a mix of professional and personal travel. I typically blog about these kinds of trips retrospectively but figured Id lead on the front end for this trip to a) explain why I might be uncharacteristically quiet on the blogs for the rest of the month, b) alert Californians to some interesting opportunities and events, and c) illustrate the bicoastal life that I (and a lot of other MIT people) increasingly live on different ends of the Boston - Bay Area wormhole. So, heres a quick overview of what my next two weeks (probably) will look like: May 13-14: Bae-Area Bloggers Ill arrive this afternoon, try to grab a quick coffee with CMS/Civic classmate Rodrigo, who now runs product at Neighborly, before heading over to a celebration dinner for Jess K. 10 graduating from med school. Tomorrow, Ill drive down to South Bay and conduct reconnaissance work out at Stanford; Im there often enough that I keep spare Cardinal gym passes in my wallet (as Allan K. 17 once put it, Stanford is never far from MIT). Grab some brunch with a friend in Palo Alto and then stop by the Stupid Shit No One Needs And Terrible Ideas Hackathon to hang out with Rachel F. 12 and Danny B.D. 15 before flying to LAX that night. May 15-19: ISEF @ LA This coming week Ill be tabling at ISEF, the worlds largest and most prestigious science and engineering research competition for high school students (you can read my trip reports for ISEF in 2015 and 2016). ISEF is a great competition that sends many alumni to MIT and is broadly aligned with the international strategy recently announced by MIT. Ill be holding down booth 307 in the ISEF Commons with Laurie Stach and her team from MIT Launch, as well as giving symposia talks on the application process for researchers and international students. Anna H. 14, blogger alumna (and now PhD student at Dread Caltech), will probably be helping me out at the table, along with some of our LA ECs. If you are at ISEF, come say hi; if youre in the area, definitely stop by the competition on Thursday, which is Public Day and when the finalists are at their projects to talk about with the lay public. Its a great opportunity to see some of the most promising future scientists and engineers ahead of time, like seeing a future Hall of Famer play at your local minor league affiliate. ISEF will take up lots of my time, so I wont get to do much else in LA, but Im definitely going to try to see some of my old CMS friends who are PhD students at USC and eat crazy-good LA food. May 20-21: BAMF Next weekend Ill return to the Bay for the annual Maker Faire Bay Area to give a talk about our Maker Portfolio. Longtime readers will remember that I typically visit the big Faires in Bay Area and New York to give versions of this talk. Its also a good time to catch up with my MakerEd colleagues from the Open Portfolio Project, which is coordinated by Stephanie Chang 05. Plus watch giant robots fight (which still needs volunteers, btw!). This weekend will also hopefully feature a blogger reunion BBQ; rest assured I will post it if that happens. May 22-26: Civics in the Sun Next week, Ill head down to San Diego. My plan is to take Monday and Tuesday as hard vacation: no work or email, just surfing and reading. Starting Wednesday Ill be attending Partnership for Progress on the Digital Divide (PPDD), a conference organized in conjunction with the International Communications Association (ICA), which is the big annual conference in the field. Im going to present on research Ive been conducting at Civic on Internet filtering in public schools and libraries as part of an broader project on contemporary censorship in public institutions. Ive been continuing this kind of research since I finished grad school as a way to stay current and involved with academic research and policy interventions I care about while working a job in admissions I love. Then, if all goes well, Ill get back in Boston on Saturday morning, just in time to catch the final two days of Boston Calling, with Memorial Day as a Day-Of-Reckoning-With-My-Laundry before returning to regularly scheduled admissions office work on Tuesday. Thats the plan, anyway! Please feel free to come by and say hi at ISEF or Maker Faire, and Ill post a trip report with pictures (and restaurants) when I return. The Past Is Not Dead Essay - 1407 Words

The Past is NOT Dead Octavia E. Butler’s Kindred is a novel that perfectly channels the mean of William Faulkner s claim that the past is not dead; it s not even past.† To me this quote basically means that the past cannot become the past because events keep repeating throughout history. This quote is shown to us through Butler drawing upon the history of transatlantic slavery to illustrate certain ideas and behaviors that are seen throughout time. These ideas and behaviors are specifically seen through the main character Dana. Over the course of the novel Dana experiences these ideas which are shown to us through things like racism and stereotyping. Dana is a figure that in some ways is timeless, her experiences in the past and her experiences in the present time are similar and show us the timelessness of these ideas such as racism. In the past Dana experiences what it was like to be a slave and how these ideas formed. While in the present day Dana is experiencing the after effects of slavery and the racism and stereotypes that come with it. Through Dana’s experiences in both the past and present we see exactly how racism deriving from transatlantic slavery effects the world with no regards to the time period. Butlers Kindred is a novel that explores the timeless nature of racism through its different time periods and characters. With its fiftieth anniversary, scholars have had ample reason to return their attention to Brown and reassess its meaning. From the Grassroots to the Supreme Court: Brown v. Board of Education and American Democracy represents one of the earliest efforts, drawn from a conference convened at the University of South Carolina in 2002. We will write a custom essay sample on American Society or any similar topic only for you Order Now In the words of Peter F. Lau, the editor, this collection â€Å"reinforces long-held views of the decision’s seminal importance and revolutionary nature† (p. 13). While the sixteen contributors to the book, scholars of law and history, largely support the above claim, their findings are not a simplistic restatement that Brown launched the civil rights movement. Instead, a more nuanced picture emerges, one that covers a broad span of time, combines bottom-up and top-down methodologies, contextualizes the integrationist campaign within larger themes of grassroots activism and constitutional change, and still accounts for variables of race, class, and region. Although the collection is kaleidoscopic, its essays essentially operate along two perspectives. The first draws connections between long-standing traditions of grassroots activism and the traditional narrative of Brown. As studies by Raymond Gavins, Kara Miles Turner, and Peter Lau make clear, before Brown local activists sought legal remedies as part of a larger, comprehensive fight for equality. Alongside celebrated battles in the courtrooms, they pressed other campaigns for voting rights and economic justice. Enriching our understanding of grassroots mobilization, other essays demonstrate that activists had to contend not simply with external obstacles but also with internal divisions of race, class, gender, language, and culture. Similarly, Tomiko Brown-Nagin skillfully explores intraracial tensions over the handling of post-Brown litigation in Atlanta. Christina Greene focuses on the often-overlooked role of women’s activism in her sharp study of Durham, North Carolina, while Laurie B. Green addresses the dynamics of urban-rural relationships by employing a much-needed metropolitan approach to her exploration of Memphis and the surrounding Mississippi Delta. Other essays complicate the traditional narrative further, moving beyond the bounds of black-white relations to address experiences of other communities of color, especially outside the South. Furthermore, in a sweeping essay by Vicki L. Ruiz, he examines the meaning of segregated education for Mexican Americans, Asian Americans, and Native Americans in the West. Also, Madeleine Lopez likewise offers a focused study of Puerto Rican experiences with desegregation in New York City, where campaigns for bilingual education complicated the integrationist struggle. In conclusion, the essays in the book embrace Brown, yet assert that the case represented but one component of the larger civil rights revolution. Indeed, as the collection suggests, during the twentieth century the struggle for integration and the struggle for equality diverged as often as they merged. As Lau notes, â€Å"Seldom does significant change occur from any single source or emanate from any single direction† (p. 14). Therefore, the book offers a picture of the civil rights revolution that is appropriately diverse and complex. LITERACY AND RACIAL JUSTICE: THE POLITICS OF LEARNING AFTER BROWN V BOARD OF EDUCATION. This book by Catherine Prendergast examines the critical issues raised in the celebrated case of Brown v Board of Education. It must be noted that the five essays that make up Prendergast’s volume plot the â€Å"intersections† between racial politics and educational practice and, in so doing, shed a great deal of light on the nature and intent of current educational initiatives and controversies. In the introduction and in Chapter 1, â€Å"The Economy of Literacy,† Prendergast examines the Brown ruling, a ruling that was ostensibly intended to end racism’s power over educational policy and practice, but ultimately did not! The author uses contemporary literacy theory and critical race theorists’ reading of the Brown ruling to argue that the justices’ explicit and implicit arguments reify a view of education as essentially White property. That is, the arguments and remedies of Brown constructed equal opportunity as the right of racial minorities to be educated among Whites: the quality of schooling that Black children receive is directly dependent not only on a White presence in schools but on Whites’ implicit willingness to share their privilege and property with Black children. It must also be noted that the book’s remaining chapters–â€Å"Desegregation Comes to the Piedmont: Locating Ways with Word,† â€Å"Give me your Literate,† and â€Å"Literacy and Racial Justice in Practice: High School X†Ã¢â‚¬â€œmay be of most use and interest to a slightly narrower audience of writing teachers, language theorists, and educational researchers. Chapter Three examines the seeming absence of race issues and racial identity in Shirley Brice Heath’s Ways with Words. The final essay in the volume, â€Å"Literacy and Racial Justice in Practice,† is based on Prendergast’s experiences as a tutor and aide, and later as a researcher, at â€Å"High School X† (a pseudonym for a Midwestern alternative high school). Here, Prendergast presents a realistic view of the stresses, tensions, and occasional triumphs of a partially-integrated school whose mission is an explicit recognition and celebration of difference. Although the lack of financial support for the school in the local African American community is an ongoing frustration for school administrators, Prendergast maintains that her study of HSX can provide some particularized insights for teachers and researchers and some â€Å"lessons† for a realistic approach to the ongoing racism of the American education system. The book’s conclusion addresses the thorny issues of ubiquitous educational testing, the role of the scholar in political change, and the reparations movement. Finally, Although the book is not without its faults–for instance, Prendergast’s analysis of the court cases would have been more compelling had she examined the rulings and opinions of the justices, rather than relying on secondary sources, and the way that the term â€Å"literacy† slips around, unmoored by any attempt at definition, can be confusing–Literacy and Racial Justice tells an important story. Readers will discover in this story new insights into their own experiences–as students, teachers, and scholars–even as they struggle, with Prendergast, to understand both the too-often disheartening realities of today’s schools and the society whose history and values those schools enact. How do you think this change can best be brought about? How can the legal profession bring about change? The aspect of American society that I believe should be changed is the immigration policies and laws. Basically, according to the 1990 Immigration Act, the United States can allow only up to 700,000 immigrants per year. The main premise behind this law is for the reunification of families who have been separated by various circumstances. We will write a custom essay sample on American society or any similar topic only for you Order Now However, despite strict immigration laws and policies, there are roughly 10 million illegal immigrants or aliens who currently live in the United States. Most of these immigrants come from the Philippines, India, and China. These figures generally show two sides of the issue which most of the time contributes to the legislative and other legal impediments to the problem at hand. On one side, the staggering number of undocumented immigrants is a good proof of the attractiveness of America. Around the world, despite the global economic crisis, many people still believe that there are greener pastures and better jobs in the United States. Although there are millions of illegal immigrants who work in the country, it is ultimately beneficial to the economy. On the other hand, the massive number of immigrants poses a larger problem particularly in national security. Although this security threat is indirect, it could alter laws, redirect resources, and most of all, serve as a cover for criminals, extremists, and terrorists, among others. Meaning to say, there must be a comprehensive law or program that will more or less fix these problems mentioned above while at the same time ensuring that these illegal immigrants are somehow given a chance to live prosperous lives. Basically, the law profession plays a powerful role in deciding the fate of these immigrants as the decision of allowing them to stay or sending back to their mother countries lies on American immigration laws. Considering the fact the there is a very large number of illegal aliens in the country despite stringent immigration laws, it can be then deduced that something is lacking in the country’s immigration system. Therefore, at the very least, a program that caters to non-citizen guest workers should be crafted in order to address this problem. Most of all, this program should ultimately result in economic gains and incentives for the United States. The legal profession can then lobby and call for the advocacy of this kind of program in Congress to ensure its legitimacy. Although there can be multiple dimensions to the program mentioned above, it should more or less revolve around certain principles. The most important of which are the immigration costs and benefits. The legal profession, in collaboration with concerned government agencies and groups, can conduct studies and researches on this area so that an effective immigration program can be made. The law profession can also craft a system in which all guest workers entering the U.S. be identified immediately. Basically, the key to cracking down illegal immigrants is swiftness together with the help of technological advancements such as biometric identification, which include fingerprints and retinal scans, among many others. Current migrant workers must also be presented with benefits if they choose to take part in the program. Moreover, the law profession can also stress that being a guest worker in the United States should not be viewed as a way to gain citizenship so that foreign migrants will not be oversupplied. Furthermore, lawyers can also petition for the review of existing immigration laws so that possible irregularities and loopholes can be addressed.   In short, what the law profession can do to address these problems in immigration to the United States is to ensure stricter and more effective implementation of old laws and the crafting of new ones that will resolve the issue while ensuring that economic benefits are attained. International Business Entrepreneurial Theory of the Multinational En

Question: Discuss about theInternational Businessfor Entrepreneurial Theory of the Multinational Enterprise. Answer: Introduction Patricia being a fresh graduate from a business school could have done something more to develop or build the international relationship of Unlimited Combines with other companies and increase their sale in the global market. Conducting a survey on the Japanese firm, before visiting the place could have been an important step (Teece). This would have given Patricia more information about the company and would have lead to a smooth business transaction. A thorough study of the Japanese environment could have been done by Patricia to understand the requirements of the Japanese people and this would have eventually helped her to implement a better business strategy. Proper planning and management of all these factors would have helped Patricia to increase the sale of the Unlimited Combines. While the Japanese firm was willing to have a long-term payment relationship with Unlimited Combines, Patricia opted for paying money in advance, which did not prove to be quite conducive for the gro wth of the company. Patricia could have accepted the suggestion of technical training but she did not adhere to the suggestion in order to evade the risk of any legal issue. Patricia could also have given a provision to the Japanese firm to use her brochure and translate that in other languages but Patricia did not provide them with the brochure, which created a negative business relation between them. These small things Patricia could have done in order to develop her companys international relationship and sale. Patricia could have systematically chalked out her trip to Japan. Patricia could have arranged and pre-planned her trip to avoid the problems that she faced upon her arrival. She could have done a research on Japan and the place she is visiting to avoid any inconvenience (Verbeke). However, upon her arrival in Japan Patricia understood that language is a great problem and that nobody converses in English. She could have taken an interpreter with her for better business communication in Japan. Patricia could have done a detailed study of the Japanese culture and religious beliefs to better understand their working policy. Patience is also an important aspect of international business and Patricia was quite hasty in her decisions. Patricia said no to all the proposals or demands made by the Japanese firm. To make the business trip more successful, Patricia could have taken a senior manager with her to assist her in giving her some valuable business tips. Patricia faced language problem in Japan, for which Patricia could have taken help from the Translators of Japan, but she did not find it necessary and because of this, she in a way made the Japanese firm or organization feel uncomfortable. For making, the trip a successful one, Patricia could also have taken some presents or gifts just like the Japanese organization to initiate a warm business relationship between the two organizations. Patricia could have arranged of several meeting sessions with the Japanese firm to make them understand the benefits of the association or collaboration between the two companies and the profitability of such association. Writing a research paper an Example of the Topic Research Paper by

Writing a research paper A friend of mine said the other day, "It's just a paper." And while he was right, and when I work myself into a frenzy over it, I should remember that, but when I sit back and reflect on the progress I've made, and what I want to do next, it is so much more than a paper. It is an experiment, the biggest challenge to me as a thinker and as a writer at this moment in time. It is a capstone experience that I can really feel I have spent my undergraduate career working towards. Now I just need to get a bit more sleep and calm the anxiety, and I'll be all set. This is what a typical researcher goes through from the beginning of the research process to the time he hands in his finished product. Need essay sample on "Writing a research paper" topic? God speed! Actually, this should be fairly easy as you know exactly where you are going! You are going to build a rough draft of your paper. To accomplish this you need: Your outline and bibliography. Using your outline starting from the top with your bibliography as a guide, seriously read the background type information. Take notes in sentences or short paragraph form. Proceed down your outline in a similar manner. You will have to further organize the material in each of your major sections and decide which material is relevant to your topic. You will want about 1 to 1 1/2 finished pages of background, 1 page for purpose and procedures, approximately 1 page per question in your research and 1 to 2 pages of summary and conclusions. Some of you may be used to copying material right from the book, this is for elementary school reports. You are a brilliant researcher. Some quoting is good, too much is plagiarism! There are two good ways to take notes: summarizing when you write down main ideas and details in your own words and paraphrasing when you rewrite everything in your own words. It is all right to use some of the same words. In fact, it is often necessary, but don't copy. Re-read your rough draft to make sure you haven't lifted entire sections from a source. Your paper must be typed. Yes, I know some of you can't type. Neither can I. What you see here has taken me hours using the hunt and peck system. The advanced typing class is filled with excellent typists. They will often type a paper for a dollar or a batch of brownies. Double space, please. Prepare a title page. Number your pages. Don't number the title page, and leave a blank page after your title page. Leave one inch margins on both sides, and an inch and one-half on the top and bottom. Check you spelling. If you have any doubt, look up the word or use the spell checker on the computer. Be sure to include the bibliography. Any charts or tables should be listed on separate pages. Make the paper neat! Congratulation! You have followed a plan most college students use and others wish they knew. You have succeeded. Now you have only to worry about your experimental write up, and that has such a structured format you can't go wrong. Research has been recognized as a vital tool for solving man's multifarious problems and in making his life richer and fuller. This is the reason that we are enjoined to do research work and the motivation to engage in it. In fact, the modern conveniences we are enjoying today are a product of researches undertaken by scientists and professional from various disciplines. Today, research has become an integral part of all learning areas known to man. This is the time to be reminded again why we embark on doing research. Because there are different ways by which we can obtain knowledge and information, however, research is still the most reliable source. This is because research utilizes the scientific method. And it is also important that when conducting the actual research with the method at hand, the researcher must bear in mind that he is into scientific research and this is not going to be compromised for the result to be valid and reliable. Research demands that those who undertake it are able to think clearly, and without confusion. The proposal will demonstrate whether you possess that quality. Thus the qualification as a researcher rests upon the quality of the proposal submitted. Understanding State Terrorism

Understanding State Terrorism â€Å"State terrorism† is as controversial a concept as that of terrorism itself. Terrorism is often, though not always, defined in terms of four characteristics: The threat or use of violence;A political objective; the desire to change the status quo;The intention to spread fear by committing spectacular public acts; The intentional targeting of civilians. It is this last element - targeting innocent civilians - that stands out in efforts to distinguish state terrorism from other forms of state violence. Declaring war and sending the military to fight other militaries is not terrorism, nor is the use of violence to punish criminals who have been convicted of violent crimes. History of State Terrorism In theory, it is not so difficult to distinguish an act of state terrorism, especially when we look at the most dramatic examples history offers. There is, of course, the French governments reign of terror that brought us the concept of terrorism in the first place. Shortly after the overthrow of the French monarchy in 1793, a revolutionary dictatorship was established and with it the decision to root out anyone who might oppose or undermine the revolution. Tens of thousands of civilians were killed by guillotine for a variety of crimes. In the 20th century, authoritarian states systematically committed to using violence and extreme versions of threat against their own civilians exemplify the premise of state terrorism. Nazi Germany and the Soviet Union under Stalins rule are frequently cited as historical cases of state terrorism. The form of government, in theory, bears on the tendency of a state to resort to terrorism. Military dictatorships have often maintained power through terror. Such governments, as the authors of a book about Latin American state terrorism have noted, can virtually paralyze a society through violence and its threat: In such contexts, fear is a paramount feature of social action; it is characterized by the inability of social actors [people] to predict the consequences of their behavior because public authority is arbitrarily and brutally exercised. (Fear at the Edge: State Terror and Resistance in Latin America, Eds. Juan E. Corradi, Patricia Weiss Fagen, and Manuel Antonio Garreton, 1992). Democracies and Terrorism However, many would argue that democracies are also capable of terrorism. The two most prominently argued cases, in this regard, are the United States and Israel. Both are elected democracies with substantial safeguards against violations of their citizens civil rights. However, Israel has for many years been characterized by critics as perpetrating a form of terrorism against the population of the territories it has occupied since 1967. The United States is also routinely accused of terrorism for backing not only the Israeli occupation but for its support of repressive regimes willing to terrorize their own citizens to maintain power. The anecdotal evidence points, then, to a distinction between the objects of democratic and authoritarian forms of state terrorism. Democratic regimes may foster state terrorism of populations outside their borders or perceived as alien. They do not terrorize their own populations; in a sense, they cannot since a regime that is truly based on the violent suppression of most citizens (not simply some) cease to be democratic. Dictatorships terrorize their own populations. State terrorism is a terrifically slippery concept in large part because states themselves have the power to operationally define it. Unlike non-state groups, states have legislative power to say what terrorism is and establish the consequences of the definition; they have force at their disposal; and they can lay claim to the legitimate use of violence in many ways that civilians cannot, on a scale that civilians cannot. Insurgent or terrorist groups have the only language at their disposal - they can call state violence terrorism. A number of conflicts between states and their opposition have a rhetorical dimension. Palestinian militants call Israel terrorist, Kurdish militants call Turkey terrorist, Tamil militants call Indonesia terrorist.
